Converting Mall-Apartments and Hotels Into Covid-19 Emergency Hospitals

The outbreak of the COVID-19 disease, which afterwards became a pandemic, impacted world. Because rapid spread and ongoing research, WHO government had created regulations that are changing constantly. President Joko Widodo has recommended unused buildings be used as emergency hospitals in order to accelerate handling Covid-19 virus Indonesia. Lippo Group's owner wants assist by converting Plaza Mampang Mall into Siloam Hospital (a hospital), will housed same building Nine Residence Apartments. As result, inhabitants unit protested role being transferred. author focuses on process transferring functions from mall-apartment, serves hospital, well owner's obligation for function transfer. For COVID-19, not only but also some hotels served hospitals. This study employs normative juridical with law approach case approaches. Secondary data was source information, research material obtained through library study. findings this show procedure mall-apartment must meet administrative technical requirements accordance building's purpose. Residence, if transfer results losses, is responsible inhabitants.
